The problem is not activating the Carrier Battles - Seaplanes DLC, it's buying it from STEAM, which won't allow the purchase, because my address line is 'too long' even though I reducecd the text to 8 characters and can't get much smaller. I would rather buy the Seaplanes DLC direct, without using STEAM.
I think so, as the DLC can be activated through the game directly. I will post an update of the game on this site within 2 hours.
