On the turn 0 of 18 the info on the options cards is presented, then proceed to next phase, whereupon there is a draw of two cards, then next phase, and finally an air defense phase before turn end.

I'm guessing you wanted the turn 0 for each player only for presenting and playing one or two of the option cards, followed by end turn, and then go on to turn 1 for the actual start of play.
